Planned to reinstall windows, backup all applications settings in appdata folder.
After reinstall trying to restore the photoshop settings by replacing the folder (C:\Users\Username\AppData\Roaming\Adobe\Adobe Photoshop CS5\Adobe Photoshop CS5 Settings).
But the problem is, photoshop didn't load the right settings unless it runs in elevated mode (run as administrator).
What cause the problem in this case, is the owner of the these photoshop settings folder, it is still sets to old owner.
To fix this, what we'll need are : our backuped photoshop settings folder, take ownership context menu (askvg).
1st : Delete the Adobe Photoshop CS5 Settings folder (C:\Users\Username\AppData\Roaming\Adobe\Adobe Photoshop CS5\)
2nd : Install Take Ownership context menu
3rd : On the backuped photoshop settings folder, right click and choose take ownership.
4th : Copy and replace the photoshop settings folder. DOne
